]]>தமிழ்நாட்டில் தகுதித்தேர்வில் வெற்றி பெற்றவர்களை இடைநிலை ஆசிரியர்களாகவும், பட்டதாரி ஆசிரியர்களாகவும் நேரடியாக பணியமர்த்துவது குறித்து ஒரு வாரத்திற்குள் முடிவெடுத்து அறிவிக்கப் படும் என்று உறுதியளித்து இன்றுடன் 25 நாட்களாகியும் தமிழக அரசு எந்த முடிவும் எடுக்கவில்லை. 80 ஆயிரத்திற்கும் கூடுதலான தகுதித்தேர்வு வெற்றியாளர்களின் எதிர்காலம் குறித்த விவகாரத்தில் தமிழக அரசின் பள்ளிக்கல்வித்துறை இந்த அளவுக்கு அலட்சியம் காட்டுவது ஏமாற்றம் அளிக்கிறது.
தமிழ்நாட்டில் இடைநிலை மற்றும் பட்டதாரி ஆசிரியர் பணிகளுக்காக தமிழ்நாடு ஆசிரியர் தேர்வு வாரியத்தின் மூலம் நடத்தப்பட்ட தகுதித் தேர்வுகளில் வெற்றி பெற்றவர்களுக்கு கடந்த 2013-ஆம் ஆண்டுக்குப் பிறகு பத்தாண்டுகளாக ஆசிரியர் பணி வழங்கப்படவில்லை. தங்களுக்கு உடனடியாக பணி வழங்க வேண்டும்; பணி வழங்க வடிவமைக்கப்பட்டுள்ள சமூகநீதிக்கு எதிரான நடைமுறைகளை மாற்ற வேண்டும் என்று அவர்கள் வலியுறுத்தி வந்த நிலையில், அதை செய்ய வேண்டிய தமிழக அரசு, அதற்கு மாற்றாக 2018-ஆம் ஆண்டு ஜூலை 20-ஆம் நாள் 149 என்ற எண் கொண்ட அரசாணை மூலம் போட்டித் தேர்வை திணித்தது. அதாவது ஒருவர் தகுதித் தேர்வில் வெற்றி பெற்றாலும், மீண்டும் ஒரு போட்டித் தேர்வில் வென்றால் தான் ஆசிரியராக முடியும். இந்த அநீதிக்கு எதிராக தகுதித் தேர்வில் வென்றவர்கள் கடந்த 5 ஆண்டுகளாக போராடி வருகின்றனர்; அவர்களுக்கு பா.ம.க. துணை நிற்கிறது.
ஆண்டுக்கு ஒரு போராட்டம் நடத்தியும் எந்த பயனும் இல்லாத நிலையில், கடந்த மே 9-ஆம் நாள் முதல் சென்னை நுங்கம்பாக்கத்தில் உள்ள பள்ளிக்கல்வி இயக்குனர் அலுவலகத்தில் தொடர் உண்ணாநிலை போராட்டம் நடத்தினர். ஐந்தாவது நாளாக அவர்களின் போராட்டம் நீடித்த நிலையில், மே 13-ஆம் நாள் அரசின் சார்பில் அவர்களுடன் பேச்சு நடத்திய உயர்கல்வித்துறை அமைச்சர் பொன்முடி, அடுத்த ஒரு வாரத்தில் இந்த சிக்கலுக்கு தீர்வு காணப்படும் என்று உறுதியளித்தார். அதன்பின் இன்றுடன் 25 நாட்கள் நிறைவடைந்து விட்டன.
ஆனால், தகுதித்தேர்வில் வெற்றி பெற்றவர்களை நேரடியாக ஆசிரியர்களாக அமர்த்துவது பற்றி அரசுத் தரப்பிலிருந்து இதுவரை எந்த பதிலும் வரவில்லை. இன்னும் கேட்டால், இந்த சிக்கலுக்கு தீர்வு காண்பதற்கான பணிகளைக் கூட தமிழக அரசு தொடங்கவில்லை.
தகுதித்தேர்வில் வெற்றி பெற்றவர்களை நேரடியாக ஆசிரியர்களை நியமிப்பதில் ஒரு சட்ட சிக்கல் இருப்பதாக அரசுத் தரப்பில் கூறப்படுகிறது. உண்மையில் தகுதித் தேர்வை ரத்து செய்வதில் தான் சட்ட சிக்கல்கள் உள்ளன; போட்டித்தேர்வை ரத்து செய்வதில் எந்த சிக்கலும் இல்லை. அனைவருக்கும் கல்வி இயக்கத்தின் கீழ் 10ஆம் வகுப்பு வரையிலும் இலவசக் கல்வி வழங்க மத்திய அரசு நிதி வழங்குகிறது.
அதற்காக மத்திய அரசு விதித்த நிபந்தனையின்படி 2012 முதல் இடைநிலை மற்றும் பட்டதாரி ஆசிரியர் பணியிடங்களுக்கு தகுதித்தேர்வு கட்டாயமாக்கப்பட்டது. அதனால், தகுதித் தேர்வை நடத்துவதைத் தவிர வேறு வழியில்லை. ஆனால், அதற்குப் பிறகும் போட்டித் தேர்வுகளை நடத்த வேண்டிய தேவை தமிழக அரசுக்கு இல்லை. இது தொடர்பாக 2018-ஆம் ஆண்டில் பிறப்பிக்கப்பட்ட பள்ளிக்கல்வித் துறையின் 149-ஆம் எண் அரசாணையை ரத்து செய்து ஆணையிட்டாலே போதுமானது.
