]]>2018 மார்ச் – ஏப்ரல் காலகட்டத்தில் இந்திய அரசின் தேர்தல் பாண்ட் திட்டத்திற்கு உர்ஜித் படேல் பல வகைகளில் முட்டுக்கட்டை போட்டார். முதலில் வங்கிகளே இந்த பாண்ட்களை வழங்கலாம் என்பதற்கு ஒப்புக் கொண்டவர், பிறகு ரிசர்வ் வங்கிதான் அதனை வழங்கும் என்றார். அதுவும் டிஜிடல் முறையில்தான் வழங்கப்படும் என்றார். இதன் மூலம் அந்தப் பணத்தை வழங்குபவர் யார் என்பதைக் கண்டுபிடிக்க முடியும் என்பதால் அந்தத் திட்டம் துவங்கப்படாமலேயே இருந்தது.
பணவீக்கத்தைச் சமாளிக்க ரிசர்வ் வங்கி தொடர்ந்து வட்டி விகிதத்தை உயர்த்தி வந்தது. பிராம்ப்ட் கரெக்டிவ் ஆக்ஷன் திட்டத்தின் கீழ் 8 பொதுத் துறை வங்கிகளைக் கொண்டுவந்ததால், அவற்றால் கடன் கொடுக்க முடியவில்லை. ரூபாய் – டாலர் மதிப்பை சரியாமல் வைத்துக்கொள்ள சந்தையில் டாலர்களையும் விற்றுவந்தது.
ஆனால், அரசு எவ்வளவுக்கெவ்வளவு இவை குறித்தெல்லாம் விவாதிக்க விரும்பியதோ, அந்த அளவுக்கு விலகிச் சென்றார் உர்ஜித் படேல். இந்த நிலையில்தான், பொருளாதாரம் குறித்து விவாதிக்க கூட்டம் ஒன்றை நடத்தினார் பிரதமர் நரேந்திர மோடி. செப்டம்பர் 14ஆம் தேதி இந்தக் கூட்டம் நடைபெற்றது.
இந்தக் கூட்டத்தில் பங்கேற்ற ஆளுநர் உர்ஜித் படேல், சில ஆலோசனைகளை முன்வைத்தார். அதில் நான்கு யோசனைகள் குறிப்பானவை.
1. நீண்ட கால முதலீடுகளுக்கு கிடைக்கும் லாபத்திற்கான வரியை ரத்து செய்வது.
2. நிதிப் பற்றாக்குறையைக் குறைக்க பொதுத்துறை பங்கு விற்பனையை அதிகரிக்க வேண்டும்.
3. ஆசிய கட்டமைப்பு மற்றும் முதலீட்டு வங்கி, நியு டெவலப்மெண்ட் வங்கி ஆகியவற்றை அணுகி இந்திய பங்குகளில் முதலீடுசெய்யும்படி கோருவது.
4. பல நிறுவனங்களுக்கு இந்திய அரசு கொடுக்க வேண்டியிருக்கும் தொகையைக் கொடுப்பது.
இதில் எல்லா யோசனைகளுமே அரசு செய்ய வேண்டியதாக இருந்தது. ரிசர்வ் வங்கி செய்ய வேண்டியது என எதுவுமே இல்லை. இதைக் கேட்டு நிதியமைச்சர் அருண் ஜேட்லி விரக்தியடைந்தார். இந்த ஆலோசனைகளில் உள்ள சிக்கல்களை நிதித் துறை செயலர் சுபாஷ் சந்திர கார்க் விளக்கினார்.
ஆளுநர் உர்ஜித் படேல் சொல்வதை கவனமாகவும் மிகப் பொறுமையாகவும் கேட்டார் பிரதமர் மோடி. இரண்டு மணி நேரமாக முன்வைக்கப்பட்ட விளக்கங்கள், விவாதங்கள் ஆகியவற்றுக்குப் பிறகும் எந்தத் தீர்வும் ஏற்படவில்லை. ரிசர்வ் வங்கி நிலைமையைப் புரிந்துகொள்ளவில்லை என பிரதமர் நினைத்தார். பொருளாதார நிலையைச் சரிசெய்யவும் அரசுடன் உள்ள கருத்து வேறுபாடுகளைத் தீர்க்கவும் அர்த்தமுள்ள எதையும் செய்யவும் விரும்பவில்லை என்பதையும் புரிந்துகொண்டார்.
இந்தத் தருணத்தில் பிரதமர் மோடி முழுவதுமாகப் பொறுமையிழந்தார். நேரடியாக உர்ஜித்துடன் பேச ஆரம்பித்தார். யாரும் எதிர்ப்புத் தெரிவிக்காத, நீண்ட கால முதலீட்டு லாபம் மீதான வரியை திரும்பப் பெற வேண்டும் என்ற யோசனையை முன்வைத்ததற்காகவும் நிதியாண்டின் மத்தியில் நிதிப் பற்றாக்குறையைக் குறைக்க வேண்டும் எனக் கோரியதற்காகவும் ஆளுநர் உர்ஜித் படேலைக் கடுமையாக விமர்சித்தார். ரிசர்வ் வங்கியில் சேர்ந்திருக்கும் பணத்தை எதற்கும் பயன்படாமல் வைத்திருப்பதைச் சுட்டிக்காட்டி பணக் குவியல் மீது உட்கார்ந்திருக்கும் பாம்போடு உர்ஜித் பட்டேலை அவர் ஒப்பிட்டார்” என்கிறது இந்தப் புத்தகம்.
