திருப்பத்தூர் மாவட்டம், நாயக்கனேரி ஊராட்சி மன்றத் தலைவர் பதவியேற்பு குறித்து மாண்பமை உயர்நீதிமன்றம் பிறப்பித்துள்ள உத்தரவைக்கூட அறிந்துகொள்ள முயற்சிக்காமல் தமிழ்நாடு அரசின் மீது ஆளுநர் ஆர்.என்.ரவி, திட்டமிட்டு அவதூறுப் பரப்புரையை செய்து வருவது மிகுந்த வேதனைக்குரியது. அரசியல்சட்டப் பதவியில் இருப்பவர் அரசியல் கட்சித் தலைவர் போல், குறிப்பாக பா.ஜ.க. மற்றும் ஆர்.எஸ்.எஸ் அமைப்பின் செய்தித்தொடர்பாளர் போல் பேசி, தமிழ்நாட்டின் சமூகநீதியால் பிறந்துள்ள அமைதிக்கும் குந்தகம் விளைவித்து வருவது அவர் வகிக்கும் பதவிக்கு அழகல்ல.
தமிழ்நாட்டில் மொத்தம் உள்ள 12,525 ஊராட்சிகளில் 4,357 இடங்கள் பட்டியலின மற்றும் பழங்குடியின மக்களுக்கு ஒதுக்கீடு செய்யப்பட்டுள்ளன. அதில் திருப்பத்தூர் மாவட்டம் நாயக்கனேரி ஊராட்சி மன்றத் தலைவர் பதவி மட்டுமே நீதிமன்றத்தில் உள்ள வழக்கின் காரணமாக அங்கு தேர்ந்தெடுக்கப்பட்டவர்கள் பொறுப்பேற்க இயலாத நிலை இருந்தது.
இந்த நாயக்கனேரி ஊராட்சி மன்றத் தேர்தல் தொடர்பான வழக்கில், மாண்பமை சென்னை உயர்நீதிமன்றம் தனது 7-10-2021 நாளிட்ட உத்தரவில் “…. The learned Government Counsel submitted that the election is unopposed. Since this Court feels that the place is not meant to the person of this category, we make it clear that she shall not take charge…” (போட்டியின்றித் தேர்ந்தெடுக்கப்பட்டுள்ளதாக அரசுத் தரப்பு வழக்கறிஞர் தெரிவித்துள்ளார். ஒதுக்கப்பட்ட இடத்துக்குரிய பிரிவைச் சேர்ந்தவராக இந்நபர் இல்லை என்று இந்த நீதிமன்றம் கருதுகிற காரணத்தால் சம்பந்தப்பட்ட நபர் பொறுப்பேற்கக் கூடாது என்று தெளிவாக்குகிறோம்) எனத் தெரிவிக்கப்பட்டிருந்ததால் ஊராட்சி மன்றத்திற்குத் தேர்ந்தெடுக்கப்பட்டவர்கள் பொறுப்பை ஏற்க இயலாத நிலை ஏற்பட்டது.
திராவிட மாடல் அரசின் சமூகநீதிக் கொள்கை, பா.ஜ.க.வையும், அதன் அமைப்புகளையும் தமிழ் மண்ணுக்குள் செல்வாக்குப் பெற முடியாமல் தடுத்து வைத்திருக்கிறதே என்ற ஆதங்கம்தான் மாண்புமிகு ஆளுநர் அவர்கள் இப்படி பேச காரணமே தவிர, பட்டியலின – பழங்குடியின மக்கள் மீது அவருக்கு இருக்கும் அக்கறை இல்லை.
அப்படி அவருக்கு உண்மையிலேயே அக்கறை இருந்திருந்தால் “அனைத்துச் சாதியினரும் அர்ச்சகராலம்” என்று சட்டம் பிறப்பித்துள்ளதை எதிர்த்து உச்சநீதிமன்றம் வரை சென்றுள்ளவர்களை கடிந்து கொண்டிருக்கலாம். அடிக்கடி டெல்லி செல்லும் அவர், உத்தரபிரதேசத்தில் பட்டியலின மக்களுக்கு எதிரான குற்றங்கள் 31.8 விழுக்காடும், மத்திய பிரதேசத்தில் 63.6 விழுக்காடும் உயர்ந்திருப்பதற்குக் கவலைப்பட்டு குரல் கொடுத்திருக்கலாம்.
உத்தரபிரதேசத்தில் 13,146, மத்திய பிரதேசத்தில் 7214, குஜராத்தில் 1201 எனப் பட்டியலினத்தவர் கொலை செய்யப்பட்டது குறித்து வெகுண்டெழுந்திருக்கலாம். ஏன் பழங்குடியினருக்கு எதிராக மத்திய பிரதேசத்தில் 17 விழுக்காடு அளவிற்குக் குற்றங்கள் அதிகரித்திருப்பதைக் கண்டு பதற்றப்பட்டு பேசியிருக்கலாம்.
பா.ஜ.க. ஆளும் மாநிலங்களில் அதிகரித்து வரும் இத்தகைய கொடுமைகளை எதிர்த்து உள்துறை அமைச்சரிடம் குரல் கொடுக்காத ஆளுநர், உயர்நீதிமன்ற உத்தரவில் உள்ள ஒரு ஊராட்சியை மட்டும் பற்றிப் பேசுவதன் உள்நோக்கம் என்ன? யாரை ஏமாற்ற இந்த நாடகமாடுகிறீர்கள்?
அனைவரும் ஓரிடத்தில் சமத்துவமாய் வாழ சமத்துவபுரங்களை உருவாக்கிய தமிழ்நாடு, சமூகநீதி மண். இங்கு தமிழ்நாடு பட்டியலின – பழங்குடியின ஆணையத்தை அமைத்து, மாநில அளவிலான கண்காணிப்புக் கூட்டங்களை நடத்தி பட்டியலின மற்றும் பழங்குடியினத்தவருக்கான சமூகநீதியை நிலைநாட்டி வருகிறார் எங்கள் முதலமைச்சர். எங்கள் மாண்புமிகு முதலமைச்சர், உள்ளாட்சித்துறை அமைச்சராக இருந்தபோதுதான் தேர்தலை நடத்த முடியாத ஊராட்சிகளில் தேர்தலை நடத்தி, சமூகநீதியை நிலைநாட்டினார். பட்டியலின – பழங்குடியினத்தவர் மீதான வன்முறைகளுக்கு எதிராக தொடரப்பட்ட வழக்குகளில் தண்டனை பெறுவது 2013-2020 வரை 7.15 விழுக்காடாக இருந்த நிலை 2021-2023-இல் 9.12 விழுக்காடாக உயர்த்தியுள்ளது இந்த சமூகநீதி அரசுதான்!
இந்த விவரங்களும் – வரலாறும் தெரியாமல், மாண்புமிகு ஆளுநர் அவர்கள் சிறப்பாகச் சட்டம் ஒழுங்கை நிலைநாட்டி வரும் திராவிட மாடல் அரசை தொடர்ந்து விமர்சிப்பதை தவிர்ப்பது நல்லது. அரசியல் பேச வேண்டும் என்றால் “அரசியல் தலைவராக” தன்னை மாற்றிக் கொண்டு தாராளமாக ஆளுநர் அவர்கள் தன் கருத்தை தெரிவிக்கட்டும். அதற்கு பதிலடி கொடுக்க நாங்கள் மட்டுமல்ல, ஒட்டுமொத்த தமிழக மக்களுமே தயாராக இருக்கிறார்கள்.
எனவே, ஆளுநர் ஆர்.என்.ரவி, உண்மைக்கு மாறான இத்தகைய பேச்சுகளைத் தவிர்த்து, மாநில சட்டமன்றம் நிறைவேற்றி அனுப்பும் மசோதாக்களுக்கும், அரசு நிர்வாகத்தின் கோப்புகளிலும், அ.தி.மு.க.வைச் சேர்ந்த முன்னாள் அமைச்சர்களை காப்பாற்ற அவர்கள் தொடர்பான லஞ்ச வழக்குகளில் கையொப்பமிடாமல் வைத்துள்ள (sanction of prosecution) கோப்புகளிலும் கையெழுத்துப் போடுவதில் தனது நேரத்தை உருப்படியாகச் செலவிட்டு, தமிழ்நாட்டின் வளர்ச்சிக்கும் முன்னேற்றத்திற்கும் ஆக்கபூர்வமாக செயல்படும்படி அன்புடன் கேட்டுக் கொள்கிறேன்.
