]]>கடந்தகால ஆட்சியில் இருந்த திறனற்ற மேலாண்மையால், தமிழ்நாடு மின் உற்பத்தி மற்றும் பகிர்மான கழகத்தின் ஒட்டுமொத்த நிதி நிலை மோசமாக பாதிப்படைந்து இருந்தது. மேலும், ஒன்றிய அரசின் 9 நவம்பர் 2021 ஆணையின்படி மின் எரிபொருள் மற்றும் கொள்முதல் விலை உயர்வினை உடனுக்குடன் நுகர்வோரிடமிருந்து வசூல் செய்வது கட்டாயமாக்கப்பட்டது. மேலும், 2022ஆம் ஆண்டு டிசம்பர் மாதத்தில் ஒன்றிய அரசு இட்ட ஆணையின்படி, இந்த விலை உயர்வினை மின் கட்டணத்தை உயர்த்தி நுகர்வோர்களிடமிருந்து மாதந்தோறும் பெற வேண்டும்.
இந்த விலை உயர்வினால் ஏற்படக்கூடிய சுமையைக். குறைக்கும் வகையில், தமிழ்நாடு மின்சார ஒழுங்குமுறை ஆணையம் 09.09.2022 அன்று 2022-23 முதல் 2026-27 வரை 5 ஆண்டுகளுக்கான கட்டண உயர்வை பல்லாண்டு மின் கட்டண வகையில் (MYT) வழங்கியது. மேற்படி உத்தரவில் 2022-23 ஆண்டுக்கான உயர்த்தப்பட்ட கட்டணத்தை அறிவித்தது. அடுத்து வரும் 4 ஆண்டுகளுக்கு ஒவ்வொரு ஆண்டும் ஜூலை 1 முதல் அமலுக்கு வரும் வகையில் கீழ்க்கண்ட கட்டண உயர்வு முறையை அறிவித்தது.
அதன்படி, ஆண்டுதோறும், ஏப்ரல் மாதத்திற்கான நுகர்வோர் விலை குறியீட்டு எண்ணை முந்தைய ஆண்டின் ஏப்ரல் மாதத்தின் விலைக் குறியீட்டு எண்ணுடன் (Price Index) ஒப்பீடு செய்து, கணக்கிடப்படும் நுகர்வோர் பணவீக்க உயர்வு (Consumer Price Inflation) அல்லது 6%, இவற்றில் எது குறைவோ அந்த அளவில் மின்கட்டண உயர்வை நடைமுறைபடுத்த வேண்டும்.
இதன்படி, 2023 ஜூலை மாதத்தைப் பொறுத்தவரையில், 2022 ஏப்ரல் மற்றும் 2023 ஏப்ரல் ஆகியவற்றின் நுகர்வோர் விலைக் குறியீட்டு எண்களின்படி கணக்கிட்டால், 4.7 சதவீதம் மின்கட்டணம் உயர்த்தப்பட வேண்டும். இந்த நடைமுறையை ஆய்வு செய்த முதலமைச்சர், மாண்பமை ஆணையத்தின் உத்தரவை செயல்படுத்தும் போது பொதுமக்கள் பாதிக்கப்படாமல் இருப்பதை உறுதி செய்ய வேண்டும் என்று அறிவுறுத்தினார்கள்.
இதன்படி கட்டண உயர்வு விகிதம் மறுஆய்வு செய்யப்பட்டு, சென்ற ஆண்டு செப்டம்பர் மாதத்தில் கட்டணம் உயர்த்தப்பட்ட நிலையில், 2022 ஏப்ரல் மாதத்தின் விலைக் குறியீட்டு எண்ணிற்கு பதிலாக சென்ற ஆண்டு ஆகஸ்ட் மாதத்தின் விலை குறியீட்டு எண் கணக்கில் எடுத்துக் கொள்ளப்பட்டது. இதனால் கட்டண உயர்வின் அளவு 4.7 % லிருந்து 2.18 % ஆக குறைக்கப்பட்டது. இந்த குறைந்த உயர்விலிருந்தும் பொதுமக்களை பாதுகாக்கும் நோக்கோடு, வீட்டு இணைப்பு நுகர்வோருக்கு ஏற்படும் 2.18 % உயர்வையும் தமிழ்நாடு அரசே ஏற்று, மின் வாரியத்திற்கு மானியமாக வழங்கிட முதலமைச்சர் ஆணையிட்டுள்ளார்கள்.
இந்த முடிவால்
அ) வீட்டு இணைப்புகளுக்கு எவ்வித கட்டண உயர்வும் இருக்காது.
ஆ) வேளாண் இணைப்புகள், குடிசை இணைப்புகள், வீடுகளுக்கு 100 யூனிட் இலவச மின்சாரம், கைத்தறி, விசைத்தறிகள் போன்றவைகளுக்கு அளிக்கப்படும் இலவச மின்சாரச் சலுகைகள் தொடர்ந்து வழங்கப்படும்.
(இ) வணிக மற்றும் தொழில் அமைப்புகளுக்கு மட்டுமே யூனிட் ஒன்றிக்கு 13 பைசா முதல் 21 பைசா வரை மிகக் குறைந்த அளவில் மின்கட்டணம் உயரும்.
இந்த ஆண்டு நமது நாட்டின் பிற மாநிலங்களில் வீட்டு இணைப்புகள் உள்ளிட்ட அனைத்து மின்இணைப்புகளுக்கும் மின் கட்டணங்கள் உயர்த்தப்பட்டுள்ளன. இந்த உயர்வுகளோடு ஒப்பிடும் போது – மகாராஷ்டிரா (62 பைசா/யூனிட்), கர்நாடகா (70 பைசா/யூனிட்), அரியானா (72 பைசா/யூனிட்), மத்திய பிரதேசம் (33 பைசா/யூனிட்), பீகார் (147 பைசா/யூனிட்) – தமிழ்நாட்டில் வீட்டு மின்இணைப்புகளுக்கு மின்கட்டணங்கள் எவ்விதமும் உயர்த்தப்படாதது மட்டுமன்றி, வணிக மற்றும் தொழில் மின்இணைப்புகளுக்கும் மிகக்குறைந்த அளவிலேயே கட்டணங்கள் உயர்த்தப்பட்டுள்ளன என்பது குறிப்பிடத்தக்கது.
