]]>பிரச்சனைகளுக்கு தீர்வு காணாமல் அரசு காலம் தாழ்த்தி வந்த நிலையில் 26-09-2023 அன்று மாவட்ட ஆட்சியர் அலுவலகம் முன்பாக காத்திருக்கும் போராட்டம் நடத்திட தமிழ்நாடு விவசாயிகள் சங்கம், தமிழ்நாடு கரும்பு விவசாயிகள் சங்கம் அறிவித்தது. போராட்டத்துக்கு வந்தவர்களை குண்டு கட்டாக தூக்கியும் இழுத்து சென்றும் போலீசார் கைது செய்தனர்.
26-9-2023 இரவு 8.30 மணிக்கு தஞ்சாவூர் மாவட்ட ஆட்சியர் அலுவலகத்தில் பேச்சுவார்த்தை நடைபெற்றது. மாவட்ட ஆட்சியர், தவிச மாநில பொதுச்செயலாளர் சாமி.நடராஜன், தவிச மாநில செயலாளர் துரைராஜ், தகவிச பொதுச்செயலாளர் டி.ரவீந்திரன், மாநில தலைவர் எஸ்.வேல்மாறன், துணைத்தலைவர் நல்லாகவுண்டர், ஆலை தலைவர் தங்க.காசிநாதன், தவிச மாவட்ட செயலாளர் என்.வி.கண்ணன், மாவட்ட தலைவர் செந்தில் குமார் மற்றும் சங்க நிர்வாகிகள் பேச்சுவார்த்தையில் கலந்து கொண்டனர்.
* விவசாயிகள் பெயரில் திரு. ஆரூரான் சர்க்கரை ஆலை வங்கிகளில் கடன் வாங்கி நிர்வாகம் பயன்படுத்திக் கொண்ட ரூ.115 கோடியை தள்ளுபடி செய்து அறிவித்து விட்டனர். வங்கிகள் இந்த பணத்தை விவசாயிகளிடம் இனி கேட்டு நோட்டீஸ் அனுப்ப மாட்டார்கள். கடன் தள்ளுபடி செய்ததற்கான கடனில்லா சான்று வழங்கிட வங்கிகளின் போர்டு கூட்டத்தில் தீர்மானிக்கப்பட்டுள்ளது. விவசாயிகள் புதிய கடன் வாங்கிக் கொள்ள வங்கிகள் ஒப்புதல் தெரிவித்துள்ளன. மேலும் கணக்கில் சேராமல் விவசாயிகள் பெயரில் ஆரூரான் ஆலை வாங்கிய கடன் இருந்தால் அதனையும் இணைத்து தள்ளுபடி செய்திட நடவடிக்கை எடுத்திட தீர்மானிக்கப்பட்டது.
* கரும்பு விவசாயிகளுக்கு ஆரூரான் சர்க்கரை ஆலை தரவேண்டிய கரும்பு பண பாக்கி தேசிய கடன் தீர்ப்பாய உத்தரவுடன் சேர்த்து FRP பாக்கியை முழுவதுமாக வழங்கிட ஆலையை ஏலம் எடுத்துள்ள கால்ஸ் டிஸ்ட்டிலரி லிமிட்டெட் நிறுவனம் ஒப்புக்கொண்டது. கரும்பு கட்டுப்பாடு சட்டம்-1966 FRP வழங்க தாமதமான காலத்திற்கு 15 சதவீதம் வட்டியை கணக்கிட்டு வழங்கிட வேண்டுமென வலியுறுத்தப்பட்டது. சர்க்கரை துறை ஆணையர் மற்றும் மாவட்ட நிர்வாகம் விவசாயிகளுக்கு வட்டியை பெற்றுத்தர நடவடிக்கை எடுப்பதாக மாவட்ட ஆட்சியர் வாக்குறுதி அளித்தார்.
* 2013-14 முதல் 2016-17 வரையிலான நான்கு ஆண்டுகளாக மாநில அரசு அறிவித்த கரும்புக்கான பரிந்துரை விலையை SAP ஆரூரான் ஆலை விவசாயிகளுக்கு தரவில்லை, கடலூர் மாவட்டம் சித்தூர் ஆரூரான் ஆலை ரூ.43.29.கோடியும், தஞ்சாவூர் மாவட்டம் திருமண்டகுடி ஆரூரான் ஆலை ரூ.38.10 கோடியும் SAP பாக்கி விவசாயிகளுக்கு தரவேண்டும். இந்த SAP பாக்கியில் ஒரு டன் கரும்புக்கு ரூ.40 விவசாயிகளுக்கு கால்ஸ் நிறுவனம் ஊக்கத்தொகை என்ற பெயரில் அளித்திட ஒப்புக்கொண்டுள்ளனர். இதில் திருமண்டகுடி ஆரூரான் சர்க்கரை ஆலை நான்கு ஆண்டுகள் அரைத்த பத்து லட்சம் டன் கரும்புக்கு ரூ.4.5 கோடி விவசாயிகளுக்கு கால்ஸ் நிறுவனம் தருவதாக ஒப்புக் கொண்டுள்ளனர். SAP வழக்கு உயர் நீதிமன்றத்தில் உள்ளது, நீதிமன்றம் அளிக்கும் தீர்ப்பை ஏற்று SAP பாக்கியை கால்ஸ் வழங்க வேண்டும்.
* 2015-16,2016-17 காலத்தில் விவசாயிகள் பெற்ற பயிர் கடன் OTS முறையில் தீர்வு காணப்பட்டுள்ளது. இதில் மீதமுள்ள 150 விவசாயிகளின் பயிர் கடனுக்கும் தீர்வு காணப்படும்.
2013-14, 2014-15 காலத்தில் விவசாயிகள் வங்கிகளில் வாங்கிய கரும்பு பயிர் கடன்களை ஆரூரான் ஆலை பிடித்தம் செய்து கொண்டு வங்கிகளுக்கு செலுத்தவில்லை. இந்த தொகையை கால்ஸ் நிறுவனம் வங்கிகளுக்கு செலுத்த வேண்டும் என வலியுறுத்தப்பட்டது, கால்ஸ் ஏற்க வில்லை இப்பிரச்சனைக்கு விவாதித்து தீர்வு காணலாம் வேண்டியுள்ளது.
இவை தவிர விவசாயிகள் பெயரில் ஆலை வாங்கிய கடனில் ஒரு பகுதி கணக்கில் வராமல் உள்ளது. விவசாயிகளுக்கு கொடுத்ததாக செட்டில்மென்ட் செய்துள்ளதில் பல கோடி பாக்கி உள்ளது. இவை உட்பட இதர பிரச்சனைகளுக்கும் தீர்வுகாண ஒப்புக்கொள்ளப்பட்டுள்ளது.
தேசிய கடன் தீர்ப்பாயம் வழங்கியுள்ள தீர்ப்பை எதிர்த்து தமிழ்நாடு கரும்பு விவசாயிகள் சங்கம் மேல்முறையீடு செய்துள்ளது. விவசாயிகள் நலனை காத்திட மாவட்ட ஆட்சியர், NCALTல் மேல் முறையீடு செய்திட ஆட்சியர் ஒப்புக்கொண்டார்.
நீண்ட போராட்டங்களுக்கு பிறகு முன் வைத்த கோரிக்கைகளில் பலது ஏற்றுக்கொள்ளப்பட்டுள்ளது. மீதமுள்ள கோரிக்கைகளையும் விரைவாக நிறைவேற்றிட வலியுறுத்தி பேச்சு வார்த்தை நிறைவடைந்தது.
மீதமுள்ள கோரிக்கைகளையும் விரைந்து நிறைவேற்றி 303 நாட்களாக நடைபெற்று வரும் தமிழ்நாடு கரும்பு விவசாயிகள் சங்கத்தின் ஆரூரான் விவசாயிகள் போராட்டத்தை முடிவுக்கு கொண்டுவர ஆட்சியரிடம் வலியுறுத்தப்பட்டது. மாவட்ட ஆட்சியரும் ஒப்புக்கொண்டார். அதுவரை திருமண்டகுடி சர்க்கரை ஆலை முன்பு நடைபெறும் தொடர் காத்திருப்பு போராட்டம் நடைபெறும் என்று தெரிவித்துக் கொள்கிறோம்.
