]]>தாழ்ந்த நிலையிலும், கடுமையான கடன் சுமையிலும் சிக்கியிருந்த தமிழகத்தை மீட்டெடுத்து வளர்ச்சிப்பாதையில் அழைத்து செல்வதற்கான முயற்சிகளை கடந்த 2 ஆண்டுகளாக தமிழகத்தின் முதலமைச்சர் மு.க. ஸ்டாலின் பல்வேறு நிலைகளில் எடுத்து வருகிறார். தேர்தல் நேரத்தில் கொடுத்த வாக்குறுதிகளில் பெரும்பாலானவற்றை நிறைவேற்றுவதில் முனைப்பு காட்டி சாதனை படைத்து வருகிறார். இந்நிலையில் தமிழ்நாட்டின் பொருளாதாரத்தை 2030 – 31 ஆம் நிதியாண்டுக்குள் ஒரு ட்ரில்லியன் அமெரிக்க டாலர் அளவுக்கு உயர்த்துவதை நோக்கமாக கொண்டு தமிழ்நாடு அரசு செயல்பட்டு வருகிறது.
உலக முதலீட்டாளர்கள் மாநாடு அடுத்த ஆண்டு ஜனவரி மாதம் தமிழ்நாட்டில் நடைபெறவுள்ளது. இதில் சிங்கப்பூர் மற்றும் ஜப்பான் தொழிலதிபர்களை பங்கேற்க செய்யவும், புதிய முதலீடுகளையும், புதிய தொழில் நுட்பங்களையும் கொண்டு வர முதலமைச்சர் திரு மு.க.ஸ்டாலின் அவர்கள் தலைமையிலான குழுவினர் ஒன்பது நாள் அரசுமுறை பயணம் மேற்கொண்டதை கொச்சைப்படுத்துகிற வகையில் அ.தி.மு.க. பொதுச்செயலாளர் எடப்பாடி பழனிசாமி விமர்சனம் செய்திருப்பதை வன்மையாக கண்டிக்கிறேன்.
கடந்த அ.தி.மு.க. ஆட்சிக்காலத்தில் ஜெயலலிதா முதலமைச்சராக இருந்தபோது ரூ. 100 கோடி செலவில் 2015 இல் உலக முதலீட்டாளர்கள் மாநாடு மிகுந்த கோலாகலத்துடன் ஆடம்பரமாக நந்தம்பாக்கத்தில் நடைபெற்றது. அதில் ரூ.2.42 லட்சம் கோடி முதலீட்டில் 98 புரிந்துணர்வு ஒப்பந்தங்கள் போடப்பட்டு 4.69 லட்சம் பேருக்கு வேலைவாய்ப்பு வழங்கப்படும் என்று அறிவிக்கப்பட்டது. அதேபோல இரண்டாவது உலக முதலீட்டாளர்கள் மாநாட்டை அன்றைய முதலமைச்சர் எடப்பாடி பழனிசாமி நடத்தி புரிந்துணர்வு ஒப்பந்தங்களும், அறிவிப்புகளும் வெளிவந்தன.
ஆனால், கடந்த 10 ஆண்டுகால அ.தி.மு.க. ஆட்சிக்காலத்தில் அகில இந்திய அளவில் நாட்டிற்கு வந்த மொத்த முதலீடுகளில் தமிழகத்திற்கு வந்தது வெறும் 0.79 சதவீதம் தான். அ.தி.மு.க. ஆட்சியில் முதலீட்டிற்கு உகந்த மாநிலம் தமிழகம் இல்லை என்ற நிலையில் புரிந்துணர்வு ஒப்பந்தங்கள் போட்ட பல நிறுவனங்கள் வேறு வேறு மாநிலங்களுக்கு சென்றுவிட்டதை எவரும் மறுக்க முடியாது. இதற்கு காரணம் அ.தி.மு.க. ஆட்சியில் நிலவிய ஊழலும், நிர்வாக சீர்கேடும் தான் என்பதை சுட்டிக்காட்ட விரும்புகிறேன்.
ஆனால் தமிழகத்தில் முதலமைச்சராக மு.க.ஸ்டாலின் பொறுப்பேற்ற பிறகு கடந்த 2 ஆண்டுகளில் தமிழ்நாட்டில் பல்வேறு துறை சார்ந்த முதலீட்டு ஊக்குவிப்பு நிகழ்வுகளை நடத்தி இதுவரை 226 திட்டங்களுக்கான புரிந்துணர்வு ஒப்பந்தங்கள் கையெழுத்திடப்பட்டுள்ளன. இதன்மூலம் ரூ.2 லட்சத்து 95 ஆயிரத்து 339 கோடி அளவுக்கு முதலீடுகள் உறுதி செய்யப்பட்டுள்ளன. ரூ. 4 லட்சத்து 12 ஆயிரத்து 565 நபர்களுக்கு வேலைவாய்ப்பும் உறுதியளிக்கப்பட்டுள்ளது.
இன்னும் பல திட்டங்களுக்கு புரிந்துணர்வு ஒப்பந்தங்களுக்கான பேச்சுவார்த்தை மேற்கொள்ளப்பட்டு வருகிறது. இதற்கு காரணம் தமிழ்நாட்டில் முதலீட்டிற்கு உகந்த சூழ்நிலை மிக மிக பிரகாசமாக இருப்பது தான். முதலீட்டிற்கேற்ற அடிப்படை கட்டமைப்பு வசதிகளும் தயார் நிலையில் உள்ளன. சிங்கப்பூரில் மு.க.ஸ்டாலின் பங்கேற்ற முதலீட்டாளர்கள் மாநாட்டில் 250 க்கும் மேற்பட்ட தொழில் நிறுவன பிரதிநிதிகள் கலந்துகொண்டுள்ளனர். இதற்கான முன்னேற்பாடுகளையும், முதலீட்டுக்கான ஊக்குவிப்பு நடவடிக்கைகளையும் தொழில் அமைச்சர் டி.ஆர்.பி.ராஜா மிக சிறப்பாக மேற்கொண்டுள்ளார்.
ஆனால், அகில இந்திய அளவில் மத்திய ரிசர்வ் வங்கி வெளியிட்ட புள்ளி விவரத்தின்படி 2022-23 ஆம் நிதியாண்டில் 10 ஆண்டுகளில் இல்லாத அளவிற்கு அந்நிய முதலீடு 16.3 சதவீதம் குறைந்திருப்பதாக கூறுகிறது. இந்தியாவில் தொழில் துறை வளர்ச்சி பெறவும், வேலை வாய்ப்பு பெருகுவதற்கு மாறாக, பொருளாதார பேரழிவிற்கு வழிவகுக்கும் பல்வேறு நடவடிக்கைகளை பிரதமர் மோடி அரசு எடுத்து வருகிறது. இதற்கு சமீபத்திய உதாரணம் ரூ.2000 நோட்டு புழக்கத்தில் இருந்து நீக்கப்பட்டதாகும்.
இதனால் 6 கோடி சிறு, குறு தொழில்களும் 11 கோடி விவசாயிகளும் கடுமையாக பாதிக்கப்பட்டுள்ளதை கண்கூடாகப் பார்க்கிறோம். இத்தகைய பின்னணியில் தமிழ்நாட்டிற்கு அதிக அந்நிய முதலீடுகளை ஈர்ப்பது என்பது சாதாரண விஷயம் அல்ல. மிகுந்த ஈடுப்பாட்டோடு, பல தடைகளை கடந்து அந்நிய முதலீடுகளை ஈர்க்க திட்டமிட்டு செயலாற்றி வருகிற தமிழக முதலமைச்சரை பாராட்டுகிறேன்.
